This memo laid out the rationale and strategy for Republicans to use to stop Clinton from re-organizing medical delivery and insurance in the US.
It’s pretty clearly the model being used now to keep Obama from succeeding because, the theory is, if he does succeed in putting particular programs into place, the people are going to like them and henceforth be far less willing to buy the conservative theory that government is a negative enterprise.
